Every vendor is scored 0–4 across the eight Sovereignty Objectives (SOV-1 to SOV-8) defined in the EU Cloud Sovereignty Framework v1.2.1, published October 2025 by the European Commission. Supply Chain carries the heaviest weight (20%) — that's where structural dependence on US infrastructure hides.
EU ownership and protection from foreign influence. Who holds the keys to the company itself — share capital, board control, parent jurisdiction.
Exposure to non-EU law. US-headquartered vendors are subject to the CLOUD Act regardless of where servers sit. EU-region marketing doesn't change jurisdiction.
Where customer data lives — and for AI vendors, where models are trained and run. Mixed regions including non-adequacy countries lose points.
Who actually operates the service day-to-day. An EU subsidiary of a US parent is not the same as an independently EU-operated entity.
Heaviest weight in the framework. Public sub-processor list with active change notifications scores highest. One US sub-processor caps the score.
Open formats, open APIs, self-hostable options. Can you leave with your data and run it elsewhere — or are you locked in?
Certifications, customer-managed keys, EU KMS. BSI C5 + EUCS High scores highest. ISO 27001 + SOC 2 is the baseline.
Renewable energy share, GHG disclosure, CSRD-readiness. Sovereignty includes environmental independence — built into the framework, not bolted on.
